For telecom software and engineering, Bengaluru is the only answer. It hosts the largest telecom engineering cluster in India — Ericsson India (12,000+ employees), Nokia India, Amdocs India, Rakuten Symphony, CommScope, Comverse and the talent ecosystem that has formed around them. The 3GPP protocol and Open RAN skill set is concentrated here to a degree that no other India city matches. Open RAN (Open Radio Access Network) disaggregates the traditional RAN architecture into open, interoperable components — separating the Radio Unit (O-RU), Distributed Unit (O-DU), and Centralised Unit (O-CU) and allowing software from different vendors to run on commercial off-the-shelf hardware. For telecom GCCs, this creates a major engineering opportunity: instead of configuring proprietary vendor equipment, teams build cloud-native software for RAN intelligence (xApps/rApps on the RIC). The three scarcest profiles: (1) 5G NR protocol stack engineers — combining 3GPP specification knowledge with real-time C/C++ embedded engineering; (2) O-RAN xApp/rApp developers — combining Open RAN architecture knowledge with cloud-native (Kubernetes, gRPC) development; (3) OSS/BSS platform engineers with Amdocs or Nokia NetCracker implementation experience and telecom operations domain context. All three require the combination of protocol-level knowledge and software engineering that standard hiring channels cannot source effectively.

DoT (Department of Telecommunications) regulatory requirements for a telecom software GCC include: entity registration under the DoT framework for companies handling telecom software, encryption standards compliance for software that may be deployed in Indian networks, lawful intercept provisions where applicable, and data localisation requirements for traffic data from Indian networks.
